UPDATE: Apartment residents speak out on deaths of mother, daughter and unborn child

UPDATE 6:45 p.m.: Olympik Village Apartment residents were in disbelief Monday afternoon.

"At first like, I didn't believe it....," resident Kaylia Bedford said. "A two year old? That's just sad."

The death of 23-year-old Keona Foote and her two-year-old has shaken the community.

"It kind of makes me feel unsafe," Kaylia said. "You never know, it can happen to you. It can happen to anybody. You never know if they are living next to you or the bottom of you or anything."

"That child had a whole life in front of them and that man just ended it," resident Tyrek Bedford added. "That's just terrible."

Residents say the side of the building Keona lived in was notorious for crime.

"I heard about that side of the building," Kaylia said. "Its always trouble over there."

Knowing its reputation, Kaylia says she knew she wanted to live on the opposite side. After hearing about Keona and her daughter, Kaylia and her brother Tyrek wish the building would amp up security.

"Secure the lock on the doors, a little more cameras, to ensure safety for people and their children," Tyrek said.

"It's good living here but at the same time its scary," Kaylia added.

"I heard about the situation last night," Tyrek added. "It almost made me cry. It's a terrible situation of a man just absolutely making a terrible choice."

According to a Facebook post, there will be a candle vigil Monday night in remembrance of Keona and Miyona. The vigil is at 7:30 p.m. at Martin Luther King Park.


UPDATE 1:20 p.m.: Police announced that three murder charges have been filed against a Rochester man in the deaths of a mother, daughter and her unborn child.

According to the Rochester Police Department, 29-year-old Renard Lydell Carter is charged with two counts of 2nd degree murder in the deaths of 23-year-old Keona Foote and her 2-year-old daughter Miyona Miller. Police said Carter is charged with murder of an unborn child in the second degree in the death of Foote's unborn child.

"The Rochester Police Department would like to thank the residents of Olympik Village Apartments, as well as the family and friends of the victims for their assistance with this case. We extend our heartfelt condolences and deepest sympathies to the family and friends of the victims, Keona Sade Foote and Miyona Zayla Miller," RPD said in a news release.


UPDATE 10:40 a.m.: Rochester police have identified the suspect as Renard Lydell Carter, 29, of Rochester.

He is currently hospitalized in South Carolina. He is reportedly the ex-boyfriend of the victim, Keona Foote.

RPD said Carter is not the father of Foote's daughter, Miyona, who was also killed. The Richland County Sheriff's Office in South Carolina will be holding a news conference at 1 p.m. CST on Facebook livestream. We expect to learn more details then.


ROCHESTER, Minn. (KTTC) -- Rochester police have released the names of the victims in Sunday's double homicide at an apartment complex.

The victims are 23-year-old Keona Sade Foote and her 2-year-old daughter Miyona Zayla Miller.

Police responded to a welfare check on Foote after a call came in at 1:40 p.m. on Sunday. The woman and her daughter were both found dead inside the garden floor apartment at the Olmpik Village Apartments.

Authorities say it appears the victims died of trauma. The Southern Regional Medical Examiner's Office is performing an autopsy to determine the cause and manner of death.

Police said the suspect is Foote's ex-boyfriend. He reportedly ran away to Columbia, South Carolina. He had an unrelated warrant. When the police tried to apprehend him at an apartment in South Carolina, he reportedly refused to comply and was shot by police. The extent of injuries are unknown. He reportedly recorded the incident on his phone.

RPD will hold a news conference at 10:30 a.m. on Monday and we expect to learn the suspect's name and more details then.
