Rochester City Council votes against change to City Charter

ROCHESTER, Minn. (KTTC) -- In a 6-1 vote Wednesday, the Rochester City Council voted to deny a proposal to change the City Charter.

Council member Shaun Palmer voted for the change.

The proposal came to the council following an earlier vote from the Charter Commission to change both the city's library and park boards from governing roles to advisory ones.
